THE WATER PUMPING SYSTEM

The pumping system, i. e., the pumps themselves, the water tanks, electrical system, standby generator and valves in the pump house, the piping from the water intake to the pump house, and from the pump house to the water treatment system, were purchased using taxpayers' money, either by MSC or the Town, depending on the date of purchase. It would not make sense for the taxpayers to pay for them again.

THE WATER TREATMENT SYSTEM

The same argument holds here. The present water treatment system, including the storage tower, was paid for by MSC, using Water Reserve Funds, raised by MSC taxes. Improvements since then have also been paid for by taxpayers' money.

THE WATER DISTRIBUTION SYSTEM

The original water distribution system was installed by Leisure Living, and was part of the infrastructure purchased by FII from Leisure Living for $1.00. Since the formation of MSC, modifications and extensions to the system, including replacements of plastic piping, fittings and valves, have been paid for by taxpayers' money. It would be very difficult to separate out what installed by Leisure Living and FII before the formation of MSC. to determine its present day value.

THE EAST SIDE PUMP HOUSE

This original building is part of the infrastructure system that FII bought from Leisure Living for $1.00. It was expanded by adding the former toll booth shack, which was paid for by MSC taxes.
(We are not considering the West side pump house, as it is no longer part of the water system.) 

THE LAND THE EAST SIDE PUMP HOUSE SITS ON

Transfer of FII owned land is not in the scope of  the water system study.  It should be continued as part of the lease.

THE PUBLIC WORKS BUILDING

The Public Works Building is outside the scope of this study. It should be continued as part of the lease.

RECOMMENDATION

We recommend that the FII Water System be turned over to the Town at no cost, excluding the lot the pump house sit on, and the Public Works Building, which should continue to be part of the lease.
