IMPACT FEES

I believe that Town of Frye Island is justified to impose impact fees on all new construction on the Island. Due to historical reasons and simple inertia, construction of new homes on the Island is being subsidized by the current taxpayers. Many municipalities, experiencing similar difficulties, voted for impact fees in order to minimize the tax burden. (The Town of Gorham has done so  recently.) The Town of Frye Island is fully justified to take this opportunity, provided by the law, to help with the urgent future needs requiring substantial capital outlays. Four of such needs are the Town Office, Ferry Docks System, Ferry Haul-Out Facility, and Ferries. The impact fee should be made retroactive to 12 October 2002.
